What do you mean by 2 servers?
The number of servers does not depend on the number of tuners onboard of your receiver.
At a time, you always connect to only 1 server regardless of the number of your tuners. If your receiver has 3-tuners, for instance, do you want to connect to 3 servers at once? It can't be so...

I mean , single tuner subscriptions are allowed to connect to your normal server and your backup server, dual tuner subscriptions are not allowed to connect to the backup server,
this means i have more freezes on my dual tuner subscriptions.

Freezes on your dual-tuner subscription do not depend on the server you are connected to. Back-up server is used when the normal server is failed. If you have dual-login activated in your billing and if your subscription is dual-login subscription, it should be no problem with freezes. Otherwise, check your settings.
P.S. Complete your signature and describe your equipment, subscription(s), etc. Finally, provide a log-file when you experience freezes.
