Problem with Paypal?

Hi, when i click on "Pay by Paypal" the site returns an error like the following. Other friends have tried from their locations and they get same error so it must be something with the system, nothing to do with me. Can you check?

ERROR MESSAGE:
YOUR IP ADDRESS IS BLOCKED TO ACCESS OUR SITE
The reason might be one of bellow:

- your country or your IP address is not within the range/area we serve
- or possible misuse of our site
