IP address blocking

Good day. Please help. I have been using a connection from you for several years. I have created a connection for many users, only recently we have come to two users who are in one house on one IP address, which regularly blocks the IP address at regular intervals. Every day, this rhyming is repeated. I try to upgrade the set box and create a new account. The problem is repeated again.
