constant glitches

hi - GI s6699e combo with stable wired internet connection. newcamd, When viewing encrypted channels the signal constantly freezes briefly every 20 - 30 seconds  and then continues.
This only occurs with encrypted signals. My neighbour has the same system and has noi problems. I have tried firmwares from 1.3.3 to the latest 1.4.3 and the problem remains. I have tried moving from serv3 to serv2 but again the problem remains. This is non linux box and I cannot any settings. Anyone with any ideas please?
