Why is upc named on 19' on the subscription list?

there is no such package on 19E. Delete this port from the settings and don't use it. I will inform the Moderator.

perhaps it is the port for the one on 1° west and it is only wrong named.

Yes UPC was reachable from Astra 19 however they moved to Thor 0.8W a while ago.
