as far as I know you can suspend the subscription 3 times a month. If you suspend the subscription the box showing the name of you package also tells you how often you can suspend for the rest of the month (I believe this is calendar month but not sure).
You should disconnect your receiver before suspending and you should resume some minutes before starting your receiver/connecting to the server again.
Suspension of subscription is immediate and free of charge.
To resume subscription after suspension is free of charge and immediate.
The number of suspensions and resumes is not limited. When you press "freeze" button, you will be further notified on how many times, etc.
at least it does not looks like "unlimited times of suspension/resumes" (disabled package today)
