Is it possible to pay with Webmoney? I have found no way.

I press add funds and get a selection.
But I do not find a webmoney to pay

Try via Russian page of the billing, Webmoney is always available on the page

I have created 2 new accounts for a friend and suggest to pay by Webmoney (always works for me, cheap rates) but Webmoney is missing on his Add-funds page (it is available for me using the same PC, so no IP-problem). Using my account (same PC, same internet connection) Webmoney is still available for payment.
Will Webmoney be removed or is it the new way to contact moderator by email ? (your reply is 4 month old). Further instructions means: he will tell how to use Webmoney (naming receiver-account + subject of the payment), or only refer to the remaining payment methods ?

As you must know, your WM ID is not the main thing when you pay, but WM purse of the billing and the NOTE (or Comment) to the payment.
My billing login is suma and I have to specify my billing login in the comment to the payment: suma deposit. Payment will be deposited within 5 minutes (read comment to Webmoney option of your billing).
So, enter your billing page, select the option "add funds", specify WM purse of the billing and billing login of your friend. Check within 5 minutes if your friend's account is deposited successfully.
