If you send payment via billing, perhaps the payment was lost and Admin will check it manually. For this purpose, you need to send him an e-mail with all payment details incl. your login, subscription, etc. If you made direct payment from purse to purse using Webmoney, such payments are not accepted (read the rules) and money is considered lost. As soon as Admin receives your message with payment details, he will find the payment and add the amount transferred to your balance.
