Address your issue to the payment system support. If your money is lost and your balance has not been deposited, this is a problem of the payment system you used. Typically, on the homepage of the payment system, a support e-mail can be found.

Please send e-mail to the payment system support, as money you transferred were addressed to the account which does not exist.
I think, your money shall be returned back to your card after some time.
By the way, which payment system was used to transfer money? Typically, all users pay from their own accounts via billing system (www.cardsharingserver.com). You said that you transferred money to wrong account. How is it possible?

I received payment into account, no problem but I paid subscription to user "Noel" ,  by mistake, 20USD
