No picture for encoded channels

Dear moderator,
ipbox / cuberevo 9000 HD PGI 0.9 dual tuner (only one turner currently active but VIP Hotbird paid for dual tuner). 1MB ethernet link MGCAMD131

I am contacting you as I am having problems getting a picture with doecode channels only, free to air display correctly so issues of cables. I see the recipt of the CW codes in the log file but no picture. I am suffering some delays with the internet connection as can be seen from the ping test.
 
I am using mgcamd131 with the following parameters:
