You have problems because you do not know your receiver. Find support forum of your receiver and learn it, how to correctly adjust it. You will have your problems from time to time until you know your receiver.
We are not technical support of your BlackBoks SkyTec, we just provide you with sharing settings.
Or find other users who has the same receiver and ask them how to set it up.

Use Google to find out support forum of your BlackBoks SkyTec and ask your questions there. Unfortunately, we have no information about your receiver and we cannot support it.
I have combined all your posts in one and created BlackBoks SkyTec topic. This is the problem of your receiver (probably, firmware or improper emulator settings), but not SkyLink problem.

2. try to disable firewall on PC running 3CSyslog
