perhaps take a look at

there you will find example configuration (in this case "Sky Germany HD and MTV-Unlimited", scroll down to "Client connection with Oscam DVB API" section)
and you can also see all additional oscam-files for configuration available, what parameters can be used and some examples
really necessary are only oscam.conf, oscam.user and oscam.server - try to use only this files to get it work, the other files are only for optimization. But with correct configuration these 3 files will get the channels decoded, than you can go on with additional settings.
And if you check the configuration files like oscam.conf, oscam.server etc: start to use parameters marked as required and perhaps add some optional parameters if it already works.
BTW: why do you want to use Oscam ? I use Oscam because I have local smartcards in my receiver, which cannot be used with Mgcamd but without own smartcards in your local reader there is no advantage in Oscam
it might be easier to configure using the web-interface of oscam (which is optional *g*), so perhaps take a look at oscam.conf for webif-settings:

Once you have defined [webif]-section in oscam.conf and restarted Oscam you can access your Oscam website via http://<ip-of-your-receiver>:<defined httpport>
