i deposited $8 with webmoney and it is't showing up but my pre pay voucher now says its been used.  its been a few hours, is it normal to take a while?

I never used prepaid vouchers. Read terms and conditions of the service you were using. They have to explain how long it takes to transfer WMZ to your account.
